Justin Fulcher and the Push to Speed Defense Procurement

Buying software inside the Pentagon has long been a slow process. A recent profile of Justin Fulcher highlights his effort to change that during his time as a Senior Advisor to the Secretary of Defense, a post he took in early 2025.

His portfolio centered on acquisition reform and technology adoption. Specifically, the work aimed to reduce bureaucratic friction in procurement and help new technologies reach deployment faster within existing institutional frameworks rather than replacing them outright. Fulcher contributed to reforms that shortened software procurement timelines “from years to months” and modernized key IT systems across the department. His tenure also included international engagement, such as accompanying senior officials to dialogues in the Indo-Pacific region.

Where the Experience Came From

Defense was not his first encounter with heavy regulation. Fulcher co-founded RingMD in 2013 at 21. The telemedicine platform connected patients with physicians remotely across Asia and expanded into multiple countries. Healthcare, like defense, involves strict rules, cross-border compliance and little tolerance for failure.

RingMD’s systems were designed for places where mobile networks had arrived ahead of reliable healthcare infrastructure. Bandwidth was often unpredictable, and every country brought its own regulatory requirements. Forbes Asia recognized his work on its 30 Under 30 Healthcare & Science list in 2017. He has since moved away from daily management but remains a board member and minority shareholder with no operational duties.

A Preference for Durable Results

Fulcher has summarized his approach in a LinkedIn article: “Execution over narrative. Accountability over optics. Durability over speed.” The profile presents those lines as a guide to how he works, favoring long-term institutional results over short-term visibility. That emphasis fits a career spent in fields where failure carries real consequences.

Today, Justin Fulcher is focused on defense technology innovation and supply chain resilience, including access to rare-earth elements. He earned a Master’s in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies in 2023 and is now pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies.
